El número de nuevos casos de infección de Covid-19 en la prefectura de Hyogo, ha estado en la fase de “alerta de infección” con un promedio de unas 15 personas por día durante dos meses desde el 1 de septiembre, pero debido al brote de infección en grupo (clúster) etc., actualmente el promedio de personas infectadas en la última semana ha superado las 20, y hemos entrado en el “período de aumento de infección”, que es un nivel más alto.
En la prefectura de Hyogo, cuando se confirma que una persona ha sido infectada, se identifica el alcance de la infección y se somete inmediatamente a pruebas de PCR a las personas que hayan tenido contacto cercano y quienes los rodean, además realizaremos todo el esfuerzo para contener infecciones secundarias.
Actualmente estamos investigando la causa del brote de infección en grupo (clúster), pero se cree que la causa es una reunión donde se come y bebe entre un gran número de personas y durante mucho tiempo.
Tenga especial cuidado con las siguientes actitudes, ya que aumentan el riesgo de infección:

Por lo tanto, me gustaría pedir a los ciudadanos de la prefectura y a los operadores comerciales su comprensión y cooperación con respecto a los siguientes puntos:

【A los ciudadanos de la prefectura de Hyogo】
●Evite visitar instalaciones con mayor riesgo de infecciones que no implementan medidas de prevención de infecciones (especialmente establecimientos de comidas y bebidas, los que ofrecen alcohol y/o que brindan servicios individuales al cliente, salones de karaoke, etc.), y evite cenas y reuniones con gran número de personas y por muchas horas. Los grupos de jóvenes deben tener especial cuidado.
Además, evite hablar en voz alta, beber compartiendo vasos y compartir palillos.

●Practique minuciosamente las medidas de prevención de infecciones basadas en las pautas de cada instalación y coloque el “cartel de control de infecciones” que indique que su instalación está tomando las medidas adecuadas.
●En los lugares de trabajo, alojamiento, etc., evite ambiente en el que se puede producir 3 condiciones: espacios cerrados, lugares lleno de gente y contacto cercano, incluyento baños, áreas para fumadores y vestuarios.
●Pedimos a las instituciones médicas, instalaciones de bienestar social, etc., tomar medidas exhaustivas para prevenir la infección.
●Regístrese en el “Sistema de seguimiento del Covid-19 de Hyogo” y publique el código QR en las mesas o mostradores de su instalación.

Số người bị lây nhiễm mới vi rút corona chủng mới ở tỉnh Hyogo trong khoảng hai tháng kể từ ngày 1 tháng 9 vẫn đang ở mức “thời kỳ cần cảnh giác về lây nhiễm” vì trong một ngày trung bình có khoảng 15 người bị nhiễm nhưng mà vì có phát sinh các ổ dịch nên trung bình trong một tuần gần đây nhất như ngày hôm nay đã vượt hơn 20 người và chúng ta đang bước vào “thời kỳ lây nhiễm gia tăng” hơn rất nhiều.
Tại tỉnh Hyogo, khi phát hiện trường hợp lây nhiễm mới, chúng tôi sẽ xác định phạm vi lây nhiễm và thực hiện một loạt các xét nghiệm PCR trên diện rộng đối với những người tiếp xúc gần và những người liên quan, cũng như thực hiện cách li để ngăn ngừa lây nhiễm kế tiếp.
Hiện nay, chúng tôi đang tiến hành điều tra nguyên nhân phát sinh ổ dịch. Tuy nhiên, một trong những nguyên nhân chính được cho là do việc ăn uống đông người trong một khoảng thời gian dài.

【Kính gửi toàn thể nhân dân trong tỉnh】
● Hạn chế sử dụng những cơ sở có nguy cơ lây nhiễm cao (đặc biệt là các nhà hàng ăn uống có hoạt động tiếp đãi khách, nhà hàng phục vụ đồ uống có cồn, quán karaoke, v.v…) mà không có các biện pháp phòng chống lây nhiễm theo hướng dẫn. Hãy dừng việc ăn uống đông người trong thời gian dài tại những cơ sở như vậy. Đặc biệt những nhóm người trẻ tuổi cần chú ý đến điều này.
Ngoài ra cần tránh việc nói to, uống chung cốc và dùng chung đũa.
● Hãy nỗ lực làm theo “phong cách Hyogo”, chẳng hạn như tránh 3 “mật” và đặc biệt triệt để thực hiện việc đeo khẩu trang khi giao tiếp ở cự ly gần hay khi di chuyển bằng ô tô hoặc xe buýt.

Hyogo Prefecture had been in the COVID-19 “infection alert” phase for almost two months since September 1, with the daily number of confirmed cases remaining at around 15. However, due to reasons such as clusters of infections, the number of confirmed cases has exceeded 20 for the seven-day moving average on October 28, indicating that we have entered into a higher phase, the “infection rising” phase.
When a new case is confirmed in Hyogo Prefecture, we identify the extent of suspected infections and provide PCR Tests promptly and extensively to close contacts and those around them to contain secondary infections.
The cause of these clusters is currently under investigation, but we suspect that it is due to dining and drinking in groups/for long hours.
The following actions have a higher risk of infections, so please take extra caution to avoid them.

I would like to ask for your understanding and cooperation on the following:

– Avoid visiting facilities with higher risks of infections that do not implement infection prevention measures based on each industry’s guidelines (in particular, eating and drinking establishments serving alcohol and/or providing individual customer services and karaoke parlors), and refrain from dining and drinking in groups or for long hours. Young people should pay extra caution. Avoid speaking loudly and sharing glasses and eating utensils.
– Be sure to follow the “Hyogo Style” that includes avoiding the Three Cs (confined spaces, crowded places, and close contact). In particular, you must wear face masks when talking with someone in close proximity or riding cars or buses.
– When you participate in seasonal events, etc. that attract many people, be sure to implement proper infection prevention measures, such as maintaining a proper distance from others, sanitizing your hands, and refraining from speaking loudly.
– Please utilize the COVID-19 Contact Confirmation Application “COCOA” and the “Hyogo new coronavirus tracing system.”
